The man who helped
create the municipal complex and establish a conservation
area here is this years recipient of the 17th annual
Arthur B. Poole memorial Award.
Bruce Mosher, 61, of North Road, was selected by the
Award Committee, after it received letters from residents
nominating him for the award.
Pam Goggin, a member of the Poole Award Committee, described
this year’s recipient as a “civic leader
who’s been involved with the town throughout the
years.”
“We try to pick someone who emulates the standards
that (Poole) has set,” she explained.
Goggin described Mosher as very conscientious, and noted
the diversity of his contributions to Harwinton.
“He’s very active,” Goggin said. “He’s
just a well rounded individual. He is the kind of person
who once he sets his mind to something he really follows
it through to get it done.”
Meanwhile, Mosher, at his home recently, said he was
surprised to receive the distinction.
“I just didn’t have any idea that I had
been nominated,” Mosher said. “I wasn’t
even thinking about it, to be honest.”
However, his wife, Beverly, said she suspected her husband
might be this year’s recipient after the committee
informed her two weeks ago that he was one of the several
contenders for the award.
From the mid-1980’s until 1990, Mosher served
as chairman of the Municipal Complex Building Committee,
which oversaw the design and construction of the new
Town Hall and Public Library.
It was during Mosher’s tenure as chairman of the
Conversation Commission in the mid-1960’s that
the town successfully negotiated the purchase from two
property owners of about 100 acres behind the intersection
of Route 4 and 118.
With Mosher at the helm, the Conservation Commission
also persuaded the town to spend about $11,000 to build
a driveway and parking lot at the site, giving residents
access to the recreation area.
His other contributions to Harwinton include volunteering
for the Harwinton Ambulance Association, serving as
an alternate on the Planning Commission and working
on the United Fund Drive for Northeast Utilities in
Torrington.
A native of Bristol, N.H. Mosher and his wife have been
Harwinton residents since 1957. They are parents of
two children, Jerilyn, 36 and Dale, 32. They also have
four grandchildren.
He is president of the Harwinton Historical Society,
a member of the Harwinton Lions Club and chairman of
the Building Board of Appeals. He is also active in
the Harwinton Congregational Church where he served
as a deacon.
