The Commission is composed of 8 residents of Harwinton, appointed by the town's Board of Selectmen; five regular members and three alternates. The regular members serve for a term of five years, and alternate members serve for three years. The terms are arranged so that the term of one regular member and one alternate member expire each year. At least two regular members and one alternate member must reside within the Historic Districts. When possible, persons serving on the commission are chosen for their specialized training, professional experience, and for general interest in preserving the character of Harwinton.
